Sarah Lynch

Ms. Lynch joined DOE’s Efficiency and Renewable Energy Biomass Program in November 2009. She currently serves as the Program’s liaison for the interagency Biomass Research and Development Board, coordinates internal and external strategic communications and partnerships efforts, and supports a range of other planning and management activities for the Program. Prior to joining the Biomass Program, Ms. Lynch worked for DOE’s Office of the Chief Financial Officer, where she led due diligence evaluations for a broad portfolio of DOE Recovery Act projects.

Prior to joining DOE, Ms. Lynch served as a Senior Analyst at the Government Accountability Office. A GAO review she worked on resulted in a report entitled Biofuels: Potential Effects and Challenges of Required Increases in Production and Use, which was released October 2009. It examined the economic and environmental effects of increased biofuels production; federal support for biofuels production; and key challenges in meeting the Renewable Fuel Standard. For that review, Ms. Lynch reviewed scientific studies, interviewed experts and agency officials, and visited DOE and USDA laboratories. In addition, Ms. Lynch led or made major contributions to reviews on topics such as the DOE Loan Guarantee Program, new nuclear plant licensing and oversight, strategic human capital management, and U.S. efforts to reconstruct Iraq’s oil and electricity infrastructures, among others. Ms. Lynch also has Congressional Hill staff experience. She obtained her Master of Public Policy from the University of Minnesota’s Humphrey Institute in 2001 and her Bachelor of Arts from Indiana University-Bloomington in 1996.
